MDF conducted a Training Needs Analysis by means of an online survey and visits to various regional institutions and government representatives in various Caribbean states. The analysis was used to develop a regional training plan that was successfully tested in Guyana. Lesson plans and training materials will remain at the disposal of CARIFORUM for future use.

“From the training needs assessment, it became clear that there is a strong institutional need to show more results and for being more effective in terms of financial management. Linking project results to regional policies for integration and coordination are a prerequisite for future support, especially in uncertain Brexit times,“  says Sam Boering, key expert for the regional training plan.

Pilot Regional Training in Guyana

The training pilot was conducted in Georgetown Guyana. Participants were project coordinators, M&E officials, financial managers or persons working in procurement. The training was conducted in two five dayparts. The first segment focused on project/programme design and monitoring and evaluation. The second segment focused on financial and contractual procedures with a focus on service contracts and grant contracts.

The result

Director Development Cooperation at CARIFORUM, Mr Eugene Petty, concluded that “The participants learned about EU procedures including issues related to eligible and ineligible costs. Subsequently, their skills in project development and management are also strengthened.” The trainees were presented with certificates at the end of the course. Similar training courses by MDF

The whole Cariforum groupMDF has been contracted by the European Commission for the provision of the regular 9-day training programme on contractual and financial procedures of the 11th EDF for all ACP countries. After the development of training modules and two pilot training courses in English and French in Brussels, MDF started in September 2018 with the first training courses in Chad and Côte d’Ivoire.
